
Hi, I’m Emily Soo Weber, and I’m running to be your next city councilwoman, representing Kansas City’s 4th District At-Large!
I currently serve as the State Representative for Missouri House District 24, first elected in November 2020. Encouraged by my community to step forward, I ran to represent our shared values and to be a strong, effective voice in Jefferson City. Working paycheck to paycheck, juggling multiple jobs, facing unequal pay, gender and racial inequity, and at times living without health care, prepared me, often without realizing it, to serve and continue to shape my commitment to public service.
Kansas City’s greatest strength is its diverse communities, many of which I’m proud to call home. That’s why I’m running to unite people, listen to our neighbors, find common ground, and build a shared vision for a stronger, more vibrant Kansas City on the City Council.

MEET EMILY
My Story
I’m Emily Soo Weber, a current State Representative and candidate for Kansas City City Council, 4th District At-Large.
I was adopted from South Korea and raised in a working-class family in rural Kansas. My father was a first-generation college graduate and small business owner, and my mother entered the workforce while helping my father raise our family. From an early age, I learned the value of strong public schools, hard work and giving back to the community that raised me.
Education and Career
I received an excellent public school education from Renwick USD 267 and went on to attend Butler Community College and the Kansas City Art Institute, where I earned a Bachelor of Fine Arts degree in graphic design. After college, I worked in strategic communications, marketing and graphic design.
Public Service
My path to public service began with listening to neighbors, working families, and communities across Kansas City and throughout Missouri. Through years of intentional conversations, voter outreach and engagement, and political advocacy, I learned how deeply people care about accessibility, equity, fairness, and opportunity, and a city that works for everyone and every body.
As a State Representative, I fight for working families, affordable health care, fair pay, and workers’ rights that promote dignity. I bring both personal experience and legislative leadership to every role I undertake.
Why I’m Running
Now, I’m running for the Kansas City City Council to continue that work — listening to our neighbors, building common ground, and delivering results for the communities that Kansas Citians call home.
